I can assure you that the current Board continues to follow our governing documents, the Declaration of Covenants and Restrictions ("DC&R"). However, your Board has and will continue to follow the intent of these documents, but applying today's logic and business sense to documents, which were written twenty years ago. Please keep in mind your DC&R Committee is working diligently on an updated draft that will be reviewed and ultimately voted upon by the membership sometime this year. The Capital Reserves Committee is reviewing and will be scheduling certain repaving initiatives within Prestwick over the coming months. Once a definitive and final plan of action has been completed the residents of the affected areas will be involved and advised as to the scheduling and logistics with the project. Volunteers will be required (call Dave Zabec) from each of the affected neighborhoods to assist and coordinate these repaving projects. It is our intent not to inconvenience any of our property owners, but we all must work together. As I mentioned in the last quarter's newsletter, the camera initiative for the center and East gate should be finalized sometime this year. Also, the Board had a preliminary meeting with Horry County Police regarding their engagement to enforce the traffic regulations within Prestwick. A final plan as to times and enforcement guidelines are being developed to include the review of the proper placement of speed and traffic control signage. It is expected that Horry County will be patrolling Prestwick's roadways in the very near future. A complaint was filed against the provider and installer of our mailboxes seeking restitution of the defectively designed metal mailboxes. Last year during Phase I of the mailbox project, certain residents received the small size as opposed to the medium size mailbox. These have been replaced. Thank you for your patience. Our Social Committee has some interesting events scheduled for 2008, so continue to read the notice boards, the Broadcast emails, the website, and your Prestwick Post newsletter. Your feedback is important to your Board, so please take a moment to call me or any Board member to provide your ideas to improve or change the services or the conditions within Prestwick. Hope to see you around the neighborhood and at our upcoming Annual Property Owners Association Membership Meeting on April 2 at 6:00 p.m. at the Prestwick Country Club. Finally, I would like to remind everyone to be considerate of your neighbor who may be walking or running and the occasional cyclist. Please stay within the posted speed limit, which is 25 mph. Remember, in case of emergency; please call the Horry County Police Department at (843) 248-1520. Warmest Regards, Bill Thiele President For those interested in knowing where they "stand on the list", please contact anyone on the Board and we will be happy to share our plans with you. As always, planning this far in advance is always subject to change based on actual events and conditions as time goes by. We have started the process to determine how to fix the road(s) in Prestwick Village. Our intent is to retain the services of an Engineer to develop alternative solutions. We will evaluate them then proceed with the "best" overall solution. However, before this is done, we have to get the area surveyed to verify existing elevations. If anyone in the community has experience with this type of work, your help would be appreciated. As noted in past articles, there is no "simple" solution. For certain, corrective work will be costly. It might as well be said again: Not everyone will be happy with whatever we ultimately do. Due to the minimal rainfall we have had over the winter, the storm drainage project was not pursued with the vigor originally intended. We will, over the next two quarters, get back to the cleaning and inspection work started last year. Updates will be provided in future newsletters. We see all over the community that water cannot readily get to the catch basins from the roadways due to overgrown sod between the road edge and basins, which is effectively blocking the water. For those with basins in their yards, please look at this and help everyone by making sure that the flow of runoff water is not impeded. This can be easily corrected by lifting the overgrown sod, taking out a couple of inches of soil, and replacing the sod. If you're not sure how to do this or need help, give us a call and we will assist you. Little things like this make a big difference. Again, we could certainly use help from the community to help us with the work as it's being done and we welcome volunteers. Please contact Laura Kniffin at Chicora or David Zabec, if you are willing to get involved. Sincerely, Dave Zabec |
